transparent Summary, Etc. Note: Summary: This report includes full sections on issue identification and resolution and the biological aspects of raptor electrocution. "Raptors are basically opportunistic and utilize power lines and support structures for a number of purposes, especially perching and nesting. The heaviest use is as hunting perches." Power line designs and modifications for raptor safety include 1) methods to address problems of design and modification of poles, crossarms, and wire placements for adequate separation of energized hardware; 2) insulation of wires and other hardware where sufficient separation cannot be attained; and 3) management of eagle perching. Other mitigation measures are described for power line construction, maintenance, and operation to address impacts other than electrocution. The bibliography is annotated.
